5/31/2016 Andy Matarrese P001245-053116 Hello,  Under the Washington Public Records Act, §42.56 et seq., I am requesting an opportunity obtain copies of public records or data responsive to the following subjects:  1.       The average daily population for the jail, by year, from 2000 to the latest available year. 2.       The jail’s maximum capacity, and if that number has changed since 2000, data or records reflective of that. 3.       The number of inmate deaths, with cause and manner of death, annually, from 2000 through the latest available year.  4.       The number of suicide attempts, annually, from 2000 to the latest available year.  5.       The number of inmate hospitalizations, annually, from 2000 through the latest available year. 6.       The total number of correction officers employed at the jail, for the majority of the year, each year from 2000 to the latest available year. 7.       The total annual number of incidents of inmate-on-inmate violence, from 2000 to the latest available year. 8.       The total annual number of incidents of corrections officer vs. inmate violence, from 2000 to the latest available year.  For records involving inmate deaths (3), suicide attempts (4), hospitalizations (5), inmate v. inmate and inmate v. correction (7 and 8) a tally would suffice, or discrete documentation with exempt information redacted. Personal information is not necessary.  If there are any fees for searching or copying these records, please inform me if the cost will exceed $50.  However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of safety and welfare in the state’s local jails. This information is not being sought for commercial purposes.  The Washington Public Records Act requires a response to this request be made within five business days.  If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.  If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.  I’d prefer the records in electronic form and sent via email. In a continual effort to alienate Armando from his children after their divorce, Denise left the house with the girls so he could not pick them up.  Officer David Holland called Denise at her home and strongly recommended that she give Armando his time with his children or it will not look good for her on paper. 10/31/2016 Joseph Elfelt P001407-103116 This public records request pertains to wireless calls made to 911 and is directed to the San Juan County PSAP.   Please do not think poorly of me for making this request.  As explained below, I am volunteering to help PSAPs in their mission.  This same public records request is going to every PSAP in Washington State.  I encourage you to discuss the issue I am raising and the two 'no cost' solutions with your colleagues at other PSAPs.  The FCC has adopted the following regulation which is published in the Code of Federal Regulations (CFR) at 20.18(k). "Provision of live 911 call data for PSAPs. Notwithstanding other 911 call data collection and reporting requirements in paragraph (i) of this section, CMRS providers must record information on all live 911 calls, including, but not limited to, the positioning source method used to provide a location fix associated with the call.  CMRS providers must also record the confidence and uncertainty data that they provide pursuant to paragraphs (j)(1)(3) of this section.  This information must be made available to PSAPs upon request, and shall be retained for a period of two years." (emphasis added)  The FCC has also discussed this regulation and the report described therein at page 72, sections 191 and 192 of their Fourth Order which you can find at: https://apps.fcc.gov/edocs_public/attachmatch/FCC-15-9A1.pdf  1.  I am requesting a copy of every report described in CFR 20.18(k) that your PSAP has obtained.  If the carrier sent any explanatory or additional material along with the report, please include a copy of those records also.  2.  If your PSAP has previously requested such reports from any wireless carrier and the carrier has failed to promptly provide a complete report, then I am requesting a copy of all communication - including email - between your PSAP and any such wireless carrier and which deals with the PSAP's request for the report and the wireless carrier's response.  By the way, it would not surprise me to learn that this public records request is the first time that your PSAP managers have become aware that such a report can be obtained from the wireless carriers simply by asking for it.  3.  If your PSAP asks for such a report in response to my public records request, then please send me (1) a copy of the request you send to the carrier(s) and (2) a copy of the report(s) when you receive them.  If any carrier refuses to promptly provide the report please send me a copy of any communication you receive from the carrier stating their excuse.  4.  I am specifically requesting that you (1) provide the reports to me in digital form using the ***same file format*** that the wireless carriers use to send the report to the PSAP.  5.  I am further specifically requesting that all replies to this request be made by email.  There is no good reason to waste money on USPS postage.  If anyone at your end believes that any of the information I have requested is exempt from disclosure, then please note that RCW 42.56.210(3) provides as follows: "Agency responses refusing, in whole or in part, inspection of any public record shall include a statement of the specific exemption authorizing the withholding of the record (or part) and a brief explanation of how the exemption applies to the record withheld."  (emphasis added) 11/2/2016
